Deputy Chairman of the Interregional Bank Council under the Chairman of the Federation Council of the RF Federal Assembly;

Chairman of the Board of Directors of the Inter-bank Financial House;

President of the Association of Banks of Central Russia (ABCR);

Head of Department of Banking Law and Financial and Legal Disciplines in the Academy of National Economy under the RF Government;

Head of the Center of Financial and Banking Law in the Institute of State and Law of the Russian Academy of Sciences;

Adviser to the Mayor of Moscow on credit and financial issues;

Chairman of the Council of Authorized banks of the Moscow Government;

Adviser to the Chairman of the Federation Council of the RF Federal Assembly.

Curriculum vitae:

1971 finished secondary school and entered Physical faculty of the Moscow State University named after M.V. Lomonosov;

February 1977 – February 1988 - worked in the All-Union Electro-technical Institute named after V.I. Lenin as research officer, where defended his dissertation for the degree of PhD in physics and mathematics;

1988-1990 – working for the Chief Board on Science and Technology of the Moscow City Executive Committee elaborated procedural and institutional base and created the system of extra budgetary territorial inter-sectorial production and technical bureaus that worked on market principles in 24 districts of Moscow;

1989 – graduated from the faculty of Law of the All-Union Correspondence Juridical Institute in Moscow;

1990 – set up and headed “Technobank”;

1991 – took part in setting up the Association of Russian Banks (ABR) and was elected Vice President of the ARB; in 1994 – First Vice President; since 2002 – President of the ARB;

1992 - graduated from economic faculty of the Academy of National Economy under the RF Government;

1992 – defended his dissertation for the degree of PhD of Law;

1992 – with numerous banks created and headed the Inter-bank Financial House (IFH) – the largest professional association of banks in Russia for complex realization of bank operations in financial market;

1994 – organized the Center of Scientific Research of the Inter-bank Financial House (IFH);

1994 – among the six parent banks took part in the institution of authorized banks of the Moscow Government and elaborated procedural and institutional base for it. Since 1998 heads the Council of Authorized Banks of the Moscow Government;

1995 – defended his dissertation on bank legislation in Russia for the degree of Doctor of Law;

1995 – worked out the first syllabus on banking law in Russia for higher education, which has become an independent discipline;

1996 – set up and headed the first Banking Law and Financial and legal Disciplines Department in Russia at the Academy of National Economy under the RF Government;

1997 – was appointed Adviser to the Mayor of Moscow on credit and financial issues;

1997 – set up and headed the Banking Law sector in the Institute of State and Law of the Russian Academy of Sciences;

1998-2002 – a writing team organized on Mr. Tosunyan’s initiative and guided by him, prepared and published the first Russia’s textbook “Banking Law of the Russian Federation. General and Special Part” in 4 volumes;

1999 – served as Adviser to the Chairman of the RF Government on credit and financial issues;

1999 – Vice Chairman of the Expert Board of the State Duma Committee on Credit Organizations and Financial Markets;

2001 – on the initiative of Academician Topornin reorganized the sector of banking law in the Institute of State and Law of the Russian Academy of Sciences into the Center of Financial and Bank Law and headed it;

2001 – elected President of the Association of Banks of Central Russia;

2002 – was elected President of the ARB at the 13-th special Congress of the Association of Russian Banks;

2004 – re-elected President at the 15-th Congress of the Association of Russian Banks.

Tosunyan G.A. is the member of:

• Scientific Council of the Institute of State and Law of the Russian Academy of Sciences;

• Doctor Councils in the Moscow State Academy of Law and in the Institute of State and Law of the Russian Academy of Sciences;

• Editorial board of the “State and Law” magazine;

• Editorial board of the “Banking Law” magazine;

• and Deputy Chairman of the Supervisory Board of the National Banking magazine.
